Egyptian serial sexual offender in France walks free despite 12 convictions

A 46-year-old Egyptian national convicted of 12 sexual assaults, including attacks on eight minors, will serve no prison time unless he reoffends. Arnaud Y., originally from Cairo, often posed as a foot reflexologist, using the guise of massaging women's feet to commit assaults. His method involved approaching minors, asking them to remove their shoes and then "caressing the arches of their feet" under the pretense of examination. Described as a "sexual assault nomad," he has roamed across France, targeting young girls, particularly in the French Riviera, where beaches provide easy access to victims. The suspect is a serial offender with 12 prior convictions for similar crimes committed in Nice and Cagnes-sur-Mer between September 2024 and January 2025 and six previous prison sentences. Most victims were between the ages of 11 and 16. He admitted to the charges and a psychiatric evaluation revealed he exhibited "schizoid behavior with perverse tendencies." Despite his lengthy criminal history, the court only handed down a three-year suspended sentence, meaning he will serve no prison time unless he reoffends. He was also given 10 years of judicial supervision and banned from working with minors or residing in Alpes-Maritimes, but only for five years. All his convictions were for sexual assault, and it just got worse and worse. He really had to be stopped from doing any more harm," noted the lawyer who represented two victims: one 13 years old, the other 17, when they were sexually assaulted after the verdict was delivered by the Nice Criminal Court.

European women facing escalating dangers on public transport

This case of Arnaud Y. is not isolated. In fact, women across Europe are facing escalating dangers even on public transport, with new data revealing alarming increases in sexual assaults, harassment and violence. In France, reports from the National Observatory on Violence against Women (Miprof) show an 86 percent rise in victims of sexual violence on public transport over the past decade, with foreign-born offenders disproportionately implicated. In Germany, 59 percent of all sexual assaults on German trains are attributed to foreigners, with sexual crimes doubling since 2019. According to France's Ministerial Statistical Service for Internal Security (SSMSI), 91 percent of sexual assault victims on public transport are women, with 75 percent under 30 and 36 percent minors. In 2024 alone, 3,374 victims were reported – a six percent increase from 2023 and 86 percent higher than 2016. The Paris region (Île-de-France) accounted for 44 percent of cases. Disturbingly, 63 percent of those arrested for sexual assault and 92 percent for petty theft on public transport in 2019 were foreigners, despite migrants making up a smaller share of the population. "While most violence against women is committed by members of their close circle, the fact remains that public spaces and particularly public transport networks, remain places where women are exposed to sexist and sexual violence as soon as they enter them," Miprof Secretary General Roxana Maracineanu noted. Seven in 10 women in Île-de-France have experienced sexual violence in their lifetime, while 56 percent fear using public transport and 80 percent remain constantly on alert.
